Hoth while inhospitable has small pockets of refugees and colonists living in small enclaves, often species that are well adapted to the cold tend to migrate here. Often making deals with the local pirates or other groups to eke out a tolerable existence. The ortolan of this power station are one such group providing power to local pirates in return for protection at often extortion prices. They also act as traders and welcome outsiders that come in peace to trade, even providing services for hardening equipment against the severe rigors of Hoth.
