I see some rolls around the Base that are not increased+upgraded from the Depleted power level. Is the penalty waived with a ship around or some such, since a ship could act as a power-source? Or would you have to be onboard the ship?

No, some people are misunderstanding.
Recovering strain is not affected. Otherwise yeah.

This sludge will add a difficulty to all Mechanics checks in that area or any check that could be affected by being covered in blue black smelly sludge.
OOC: Energy field comes online at the start of Day 2, sludge is there from MA of Day 1.
Is there a way to commit time to clean this up?

Typically, Chadra-Fan sleep 2-3 hours a day. Can I get the benefits of resting from one time slot of rest, or does it still need to be three of 'resting' if not necessarily sleeping.

So would the fear roll in
this thread be effected or is it outside that as it's during a vision?

The fear roll is unaffected. Fear rolls won't be covered.

It's only covering the ships that are there now. Later no, but the maintenance penalty will apply until cleaned.

I believe you are doing a Rescue, yes? Same as Patrol really, but as noted you need one less success to complete it.
